SENG1110/6110 Programming Assignment
The problem set is due at the beginning of class on December 7. You should submit your answers on Quercus. For question 2, the analysis can be done using Excel or Stata (or R or Python). Please submit your code/Excel sheets and the remainder of your assignment in the designated places on Quercus.
The objective of this problem set is the analysis of one component of Canada’s personal income taxation (PIT) system. In the document “PS3 Instructions for Students”, there is a list of preapproved PIT components that may be studied. This is an independent problem set and I prefer that you do not work in groups.
Here are the details that I would like you to address:
-
Describe the current tax treatment of the chosen component. For example:
-
Who is eligible?
-
What is the dollar amount/limit?
-
What is the rate?
-
What kind of expenses/income are valid?
-
Are there other special rules that apply?
-
Present an empirical analysis on the chosen tax component. The primary question your work should attempt to address is who is affected by the tax measure. This analysis should be purely descriptive. Please review “PS3 Instructions for Students.pdf” for guidelines on how to implement this analysis, along with an example as an illustration. Please be sure to submit all your code for this analysis.
-
Lastly, assess the tax treatment of the chosen tax measure, drawing on the descriptive evidence gathered in the previous questions. Possible questions that could be answered are:
-
What are the distributive properties of the measure?
-
Does it try to help maintain “horizontal equity”?
-
Are there any changes to the tax measure that you would advocate, based on your research?
